The answer to this is simple: mustard plants must be be cut to get to the mustard seeds (the seeds are used to make mustard condiment, among other things).
The plant must be cut low down to the ground - mustard farmers came up with the said phrase to describe aging farmers that had difficultly getting down to 'cut the mustard'
